With reference to your Confidential Despatch 1 qu of the 17th. Novomber covering copy of a letter from the Foreign Office enquiring what sum the Government of this Colony proposes to contribute towards the cost of the establishment of a Registry of Companies in Shanghai, I have the honour to refer you to the 2nd. paragraph of my Confidential Despatch of the 17th. of July,
